Your paper is not failing peer review.
At selective journals the most common single outcome is desk rejection — an editor's decision, often within days, without the manuscript going out for review at all. Almost none of those decisions are about the quality of the research.
Choose the journal before you write.
Writing the paper first and looking for a journal afterwards accounts for more rejections than every other cause combined. In our checklist, journal selection is Stage 3. Writing is Stage 4. That order is the method.

The national safety net was removed.
The UGC discontinued the UGC-CARE list in 2025 and issued suggested parameters instead, leaving institutions free to identify quality journals through their own internal committees. There is no longer a list to be on.
Your journal must prove itself.
Credibility now rests entirely on DOAJ, Scopus, Web of Science, PubMed Central and demonstrable adherence to the UGC parameters. The bar went up, not down.
